Manufacturer-Tested vs. Independently Certified: How to Read Performance Claims

Normes et protectionOct 23, 20263 min read

A test records how a sample behaves under defined conditions. A report documents the findings. Product certification involves a decision within a defined certification program. These forms of evidence are related, but they are not interchangeable. For a buyer, the key is to establish what was evaluated and whether the documentation covers the offered configuration.

A documented in-house test can answer a specific question

A manufacturer may test a material, a component, or a complete product. The findings can be informative when the sample, procedure, instruments, conditions, and acceptance criteria are identified.

“Tested for 30 minutes” leaves important details unanswered: tested against what, with which measurements, and to what outcome? A clear claim explains those points. A duration or image alone does not replace the test record.

“Independently tested” does not automatically mean “certified”

A third-party laboratory report identifies the work performed and its results. You still need to determine whether the report led to product certification and whether it applies to the model being sold.

ECB•S R08 guidance explicitly separates findings for the tested sample from the final certification decision. A report can support that decision without itself being the certificate. Source: ECB•S R08.

Certification can include more than a successful prototype test

Under the ECB•S program, the certification rules address type testing, product certification, external quality surveillance, and approval of design modifications. The process therefore extends beyond a single result on a sample. Source: ECB•S C10 certification rules.

When evaluating an imported European product, ask which product family and technical configuration the certificate covers. A commercial name may not be the reference used in the certification documents.

Match the documentation to the configuration you are buying

For a custom order, request the exact technical reference alongside the model’s commercial name. Ask how any changes relate to the certification scope. Do not infer the answer from the finish, interior layout, or a label photographed on another model.

Product dimensions in inches and weight in lbs are useful for planning delivery and installation. They are also specifications to reconcile with the offered configuration; they do not establish its certification.

  1. Identify the issuer of the document.
  2. Record the standard and complete classification.
  3. Match the technical product reference to the offer.
  4. Ask the supplier to explain any configuration changes.
  5. Check the certifier’s product directory when available.

For European-certified products, the ECB•S directory provides a starting point. If an offer claims UL certification as well, request separate evidence for that claim.

Describe construction and certification separately

A supplier can describe steel thickness, materials, locking features, and documented test observations. Those descriptions should not imply a grade or certification that has not been established.

This distinction also applies across performance categories. A fire-test result does not demonstrate burglary resistance, and a reinforced construction description does not supply missing fire-test measurements.

Common questions about testing and certification

Must every useful result come from a certification program?

No. A well-documented test can answer a narrower question. Its value comes from a clear method and scope, not from calling it something else.

Is a test on a material the same as a test on the complete product?

No. Identify the sample evaluated and avoid extending a component result to the entire product without supporting evidence.

Which document should I ask for first?

Start with the exact configuration reference and the document supporting the advertised performance. Then check that the two match.
